Jeffrey A. Kramer, PE, PWLF, CPM, CCM, CJP, Director of Program and Project Management | Consultant Engineering, Inc.

Jeffrey A. Kramer is a 38+ year veteran of the public works industry, having served in a variety of roles in his career. Currently he is the Director of Program and Project Management for Consultant Engineering, Inc., where he oversees delivery of PM/CM services for public and private clients on civil infrastructure and building facility projects, as well as overseeing CEI’s full-service Right-of-Way Division. In addition, Jeff is a Faculty Associate in the Del E. Webb School of Construction at ASU, and through his private consultancy, provides workshops on topics including design and construction procurement, project management and delivery, leadership, and productivity, as well as individual and organizational coaching.
Kramer previously worked for the City of Yuma in the role of Director of Engineering/City Engineer, as Deputy City Engineer and as Transportation Department Director for the City of Mesa, as the Operations Division Manager for the Maricopa County Department of Transportation, as CIP Program Manager for the Town of Gilbert, and as the Director of the Alliance for Construction Excellence at ASU. During his career Kramer has been instrumental in promoting and educating about project delivery methods and project procurement, and has successfully facilitated or participated in more than 150 design and construction procurement processes, and has overseen completion of well over 200 projects via collaborative delivery methods with an aggregate value of over $2 billion in place.
Kramer holds a BS degree in Civil Engineering from the University of Arizona and is a Registered Professional Engineer in Arizona, Nevada and New Mexico. He holds certifications from the Construction Management Association of America, the Center for Job Order Contracting Excellence, the American Traffic Safety Services Association, FEMA, OSHA, the National Certified Public Manager Consortium, and multiple coaching and training organizations including Maxwell Leadership, Igniting Souls, Personality Insights, The Table Group, and Empowered Living.
In 2024 Kramer was named one of the Top Ten Public Works Leaders in North America by the American Public Works Association (APWA) in recognition of his lifetime contributions to the industry. Kramer currently serves APWA as a member of its national Leadership and Management Committee, and was granted Life Membership in APWA in 2023. In 2021 Kramer was the inaugural recipient of the Harry H. Mellon Distinguished Service Award from CJE, and was bestowed Emeritus Fellow membership in the organization following his development of their credentialing program and several years of committee service and chairmanship. This recognition follows Kramer receiving the Henning Award as Public Manager of the Year from the American Academy of Certified Public Managers in 2012. |
