Chris Elwell, Assistant Public Works Director  |  City of Phoenix

Chris Ewell is an Arizona native and has spent the last 26 years providing public facilities for Arizona residents. He has extensive public outreach experience on projects such as the Echo Canyon Recreation Area Renovations and the Patriots Square/CityScape Project. Chris has experience managing projects up to $170M in value and has administered over $120 million in CIP grants. Chris currently serves as the City of Phoenix Assistant Public Works Director over the Facilities Management team. Chris has a master’s in public administration with an Urban Management Concentration and a BS in Landscape Architecture from Arizona State University. In his free time, he enjoys hiking with his daughter and playing video games with his son.
 

Mark Melnychenko,  Transportation and Streets Director |  City of Scottsdale

Mark Melnychenko has taken a 37-year career path from private consulting to the city of Phoenix and city of Scottsdale in transportation positions with broad responsibilities. Presently, Mark oversees the City of Scottsdale Transportation and Streets Department and all its efforts associated with transportation planning, traffic engineering, public transit, maintenance, paving, traffic signals and streetlights. As a transportation planner, his work has helped to bridge the gaps that exist between planning, engineering, and maintenance efforts. He has managed programs, projects and people while developing a strong rapport with City Council, various commissions, and the public. In work performed he has been successful in elevating the importance of livable streets and communities with the Complete Streets initiative in Phoenix and the development of the Transportation Action Plan in Scottsdale which acts as the city’s 10-year transportation blueprint.
 

Darlene Helm,  Deputy Water Services Director |  City of Phoenix

Darlene Helm is a Deputy Water Services Director with the City of Phoenix Water Services Department. She received a Bachelor of Science degree in Civil Engineering from Arizona State University and is a registered professional civil engineer in Arizona. She has over 28 years of civil engineering experience and has been working at the City of Phoenix for 26 years. In her role as the Deputy Director over the Water Engineering Design and Construction Management Division, she manages a 5-year Capital Improvement Program of $5.2 billon. Major projects currently underway include planning for advanced water purification, drilling and equipping new wells for drought resiliency, replacement of aging water mains, and booster pump stations, and ongoing rehabilitation of water treatment plants.
